The Spill
Every row sits in the account of McGuire's spouse, coded SP on the report, and the Broadcom line is marked a partial sale, so part of that stake stays put. The form lists Oct. 2 as the date he was notified of all four trades; it reached the House Clerk on Nov. 1, inside the 45-day STOCK Act window.
Lag Clock
That is 38 days from the first trade, inside the 45-day deadline a trade report (PTR) gets under the STOCK Act. The Clerk's record carries dates, not times.
Signal Check
One sale and three buys with no plan disclosed, which is the default for a Congress report because the form has no box for a pre-set trading plan (10b5-1); it says nothing about motive either way.

Four rows, every one in the $1,001 to $15,000 bracket, the lowest the form offers. The sale is Broadcom on Sept. 24; the buys are Micron on Sept. 24, Sept. 25 and Oct. 1.
Each row carries the same Oct. 2 notification date. The report records dollar brackets, not share counts or prices.
The Other Side
A sale in one name and three buys in another, on overlapping dates, looks like a swap. The report doesn't connect the rows. The sale is marked partial, and at $1,001 to $15,000 it could sit at the bottom of its bracket while each Micron buy sits near the top, or the other way around.
Nothing here sizes either position. The form doesn't say how much Broadcom the account still holds, what the Micron stake adds up to after three buys, or whether any dollar from the sale went into them.
What it can't tell you
- Why the account sold Broadcom and bought Micron. The form does not say why.
- How big either stake is. The report gives brackets only. "Partial" means some Broadcom remains; the amount left is not stated.
- Prices and share counts. A PTR records dollar ranges, not shares or a price per share, and no closing prices for the trade dates are given here.
What to watch
The next PTR from McGuire's office at the House Clerk. More Micron rows, or the rest of the Broadcom position, would show up there, each on its own 45-day clock.
